City staff report: comprehensive-plan docket empty for 2026; Porta Tacoma Road bids within estimate

Larson said the annual window for privately initiated comprehensive-plan amendments closed with no applications for 2026, so the city will not have a 2026 docket. He flagged potential 2027 work on rezoning portions of the Levee property if development proceeds and noted staff will continue coordinating with council on that site.
On capital projects, Larson reported Porta Tacoma Road Phase 2 had bids within range — the engineer’s estimate was about $55 million and the lowest bid came in near $50 million — which makes the project buildable within budget. The Wedge Park accessibility and amenity improvements are out to bid with responses expected in late February/early March. Larson also described a consultant-led 5 Ditch Basin study to examine flooding and the feasibility of a regional stormwater facility that could support city-center development.
Larson said the city is coordinating Sound Transit field trips and an economic development action plan kickoff this spring; staff will report back as those efforts advance.
