Public Works Director Greg Vigran told the council that the Valley Plaza water-main replacement project received 14 bids; the lowest responsible bidder, SASCON of Maple Valley, submitted a bid of about $928,000. Vigran said the contract exceeds the city's current budget for the project and staff will return with a quarter‑1 budget amendment to fund the balance, but recommended authorizing the contract so work can begin.
Vigran said two addenda issued during bidding required night work for portions of the project—about 40% of the work will occur at night on Pacific Highway to minimize daytime traffic disruption—and that one lower bid had to be rejected for using the wrong bid form. He described the work: replacing existing 8-inch asbestos cement mains with 12-inch ductile iron and upsizing services in the Fife Plaza, with the goal of improving material longevity and capacity.
When asked about timing, Vigran estimated paperwork and mobilization would take roughly four weeks, with a likely start in mid‑March and a construction schedule designed to finish ahead of a separate Pack Highway repaving project. He also said the upgraded ductile-iron pipe should last decades—"50, 60, 70 years," he said—reducing the need for frequent replacements.
Council moved, seconded and unanimously approved the contract award; staff noted they will schedule a budget amendment and work with affected businesses to minimize disruption during night work.
