Council passes first reading to pilot a combined Arts Commission and Parks Advisory Board

At the Feb. 10 meeting the council held first reading of Ordinance No. 2,156, a staff recommendation to create a one-year pilot that combines the Arts Commission with the Parks Advisory Board.
Assistant City Manager Jen Jirk explained that the Arts Commission (established in 2011) has struggled to maintain a full roster and presently has a single active member, while the Parks Advisory Board is fully staffed with seven active members. The proposed pilot would temporarily merge the two bodies into an eight-member Parks and Arts Board through March 31, 2027, with a month-by-month agenda of arts-related topics during the pilot period.
Council members asked how tie votes would be handled, and the city attorney said each member would have an equal vote and that a majority would be required for a motion to pass. Councilmember questions also focused on how the pilot's success would be evaluated; Jirk said the council would decide whether to extend or make the arrangement permanent and that staff would conduct check-ins with the boards during the year.
No public commenters addressed this item during the meeting. After discussion, a motion for first reading was made and seconded; the council approved first reading by a 6-1 vote.
