Rothschild board approves 2025 MS4 stormwater report required by WDNR

Administrator of Public Works Timothy Vergara explained the MS4 program and why communities in the metro area are included under the WPDES permitting framework. He described how the North Central Wisconsin Stormwater Coalition (NCWSC) coordinates regional public education and outreach, policy recommendations and shared resources that help municipalities meet NR 216 requirements.
Vergara listed the seven minimum MS4 permit components the village must address: public education and outreach; public involvement and participation; illicit discharge detection and elimination; construction site pollutant control; post-construction stormwater management; pollution prevention for municipal operations; and annual MS4 eReporting. He said outfalls and stormwater basins are inspected annually and that privately owned basins are often bound by maintenance agreements requiring ongoing inspection and upkeep.
Vergara also pointed to operational measures: construction sites must maintain erosion controls that are monitored by the zoning coordinator and DPW, and the village is active in using brine versus rock salt in snow and ice operations; DPW crew members are Salt Wise certified and equipment is calibrated annually. He recommended approval of the report; the board moved to approve (motion Jablonski/Stroik) and carried 7-0.
