The council was told three bids had been solicited; the lowest responsive bid for the specific sinkhole repair was $22,004.80 (identified in the packet as L & L), and the agenda reflected a not-to-exceed authorization of $36,500 to allow flexibility while staff finalizes the vendor recommendation.
Council moved to declare an emergency under the City charter and to waive competitive bidding for this specific, time-sensitive repair to protect public safety; the motion passed on roll call. Staff said the contractor on-site (Bill's Custom Concrete) and other local vendors were considered, and members emphasized that the action was to address an immediate hazard while allowing staff to select the lowest responsive bidder if appropriate.
In a related Chickasha Municipal Authority action, the CMA approved a change order not to exceed $22,500 for Bill's Custom Concrete and Drainage Inc. for a storm-drain-box installation project at 219 Willow Creek Road; CMA members praised the contractor's work already completed in the area.
