Richland Township trustees and the Ellettsville town council met May 27 and preliminarily approved a fiscal-impact analysis for a proposed reorganization that would consolidate the two governments into one, officials said.
Trustee Susan Brown opened the meeting by summarizing months of subcommittee work on finance, public safety, planning, zoning, parks and utilities. The subcommittees presented reports and the reorganization committee approved a draft plan on April 9; that draft has been posted to ellisvillerichlandinfo.org, Brown said.
A representative from consulting firm Baker Tilly outlined a proposed governing structure that would include a seven-member town council — five district seats and two at-large seats during the transition period — and create urban and rural service districts intended to align taxes with service levels and preserve rural character while supporting long-term infrastructure planning.
Both bodies voted to preliminarily approve the fiscal impact analysis, allowing additional public hearings and the possibility of placing the reorganization on the November 2026 ballot.
