Clinton County commissioners approve routine claims, health agreement and reinstate condemnation posting

At its June 2 meeting the Clinton County Board of Commissioners approved claims and payroll, signed a $485,003.14 progress invoice for a road project, approved a $30,000 surety bond for a new hire, adopted a health services agreement with Ascension effective July 1, and voted to reinstate a 10‑day condemnation posting for a long‑standing property issue.
The Clinton County Board of Commissioners on June 2 approved a slate of routine actions and a few substantive items affecting county operations.
The board voted 3–0 to approve claims and payroll, and to sign a progress invoice for civil coatings and construction on the Bridal 60 road project in the amount of $485,003.14. Rick Campbell (S6) presented the invoice and reported ongoing patching, wedging and spraying work on county roads. Chair (S2) called for a motion to sign the progress invoice; commissioners moved, seconded and the motion carried unanimously.
The board also approved a $30,000 surety bond for a newly hired employee, Brendon Bridal, as required for the position; the motion carried 3–0.
In personnel and service changes, commissioners approved a health service agreement with Ascension that will take effect July 1. Chair (S2) said the county clinic will continue to operate limited days and hours in Clinton County but county employees will gain access to multiple Ascension sites across the region for additional appointment options. The motion to adopt the agreement passed 3–0.
On a long‑running code enforcement matter, commissioners voted to reinstate a 10‑day condemnation posting for a double‑wide on 1300 East (the Newton property). Planning presenter Liz Stitzel (S4) recounted previous efforts (a prior posting, a promised but unrecorded easement, outstanding lot‑size variance and septic and perimeter‑drain issues). Commissioner (S3) moved to reinstate the condemnation posting; S1 seconded and the motion passed 3–0. Staff were directed to attempt further outreach to the owners and their attorney, post the notice, and return the matter to the next meeting with bidding options if appropriate.
Other routine items approved 3–0 included a late sign placement request from Saint Matthew's United Methodist Church for Vacation Bible School, and approval of the minutes from the April 21 and May 19 meetings.
The board scheduled its next meeting for June 16 and adjourned.
