Blair Township conditionally approves Harker subdivision, grants three waivers

The Blair Township Board of Supervisors voted Jan. 6 to conditionally approve the John M. Harker subdivision and to grant three subdivision‑and‑land‑development waivers recommended by the township engineer. Eric Banks of Stiffler McGraw reviewed the plan and the firm’s December 20, 2024 review letter and recommended conditional approval once the engineer’s comments are addressed.
‘‘By allowing the municipal boundary line to be crossed, it reduces the number of lots using the shared driveway in Blair Township,’’ Eric Banks said, and he reported no exception to waivers for SALDO §350‑36.A.3 (shared driveways), §350.G (allowing proposed lots to cross the municipal boundary), and §350‑22 (plan scale). Following Banks’s recommendation, the board approved all three waivers and voted to conditionally approve the subdivision pending completion of the engineer’s review items. The supervisors also authorized signing the Sewage Facilities Planning Module Component One and a Non‑Build Declaration.
Chairman Paul Amigh made the motion to approve signing the sewage planning documents; Supervisor Brad Germaux seconded. All motions recorded on the plan and waivers passed by unanimous vote.
Why it matters: allowing the boundary crossing reduces the number of lots served by a shared driveway in Blair Township, a change the township engineer said would reduce infrastructure demand within Blair Township while placing some responsibilities on the adjoining municipality. The approval is conditional: the developer must satisfy all comments in the engineer’s review letter before final signatures and recordation.
