Trustees endorse business plan for 'Cielo' entertainment venue at 3801 W. Lake Street

Entrepreneur Eduardo Rodriguez presented a business plan on April 22 for a proposed entertainment venue at 3801 W. Lake Street, a project he said would include a restaurant, lounge, private-event rooms and a full‑service bar.

Rodriguez, who identified himself as founder and executive officer of San Jose Imports Inc., San Jose Trading and Dulcelandia Candy Stores, told trustees the venue would offer contemporary American cuisine, DJs for general programming and live bands for private events such as weddings and cotillions. "We will implement a comprehensive security strategy, including professional security staff, surveillance system, ID verification and age restrictions, emergency response plan, collaboration with local law enforcement, crowd control measures...and medical assistance and first aid stations," Rodriguez said.

Trustees questioned the applicant about parking and traffic in the alley behind the property, hours of operation and management. Rodriguez said the restaurant would operate approximately 3 p.m. to 11 p.m., the lounge would be open six days a week, and the business is negotiating shared parking with neighboring properties for employee parking; he also said the team plans to use geo‑fencing, signage and other measures to limit drop‑off and pick‑up congestion. The applicants said they plan to use third‑party social media management and influencer marketing for promotion.

After discussion, the committee voted by show of hands to proceed with the business plan, recorded in the minutes as five ayes with one absence. Mayor Mazzulla said he would meet with Rodriguez after the planned closing to discuss how to avoid the traffic disruptions that occurred under the prior tenant.

Next steps: applicants and village staff will continue due diligence on zoning, parking and operational permits as required.
