Union City council approves $400,000 bridge grant application, paving payments and local grants

Union City Borough Council voted unanimously June 25 to apply for a $400,000 Multimodal Transportation Fund grant to help pay for a bridge replacement on Willow Street and approved a series of related financial and administrative measures.
The council approved payment of a Cross Paving invoice totaling $104,740.81, directing $92,130.00 from the Liquid Fuels fund and $12,610.81 from the General Fund to cover the bill. Council also passed a County Aid resolution to apply $15,625 to a payment for the Suit-Kote seal-coat project. Councilors voted unanimously on these measures.
Borough Manager Cindy Wells reported the borough received a $100,000 ECGRA Renaissance Grant and noted the Union City Volunteer Fire Department repaid an ambulance loan in full ($59,250). Council reviewed six Renaissance Grant applications totaling $27,127.65; with $18,425.49 available the council approved four applications totaling $17,675 for the 2023–2024 grant period and carried two applications totaling $9,452.65 into the 2024–2025 period.
Council also approved logistics for millings from the 2024 paving project: Union Township will truck and grind millings and will track usage; council approved supplying 2–3 loads to the American Legion ballfield and sending a load to Evergreen Cemetery as previously authorized.
On municipal cash management, the borough approved opening a PLGIT Checking & Prime account and transferring approximately $140,000 from the Capital Equipment account to seek higher interest earnings. The council voted to post removed playground equipment from Southwest Park for sale on Municibid.
Most motions were made and seconded by councilors (for example, multiple routine approvals were moved by Councilor Joyce and seconded by Councilor Steadman) and carried unanimously with the six attending councilors voting yes. The meeting was called to order by Councilor Cross and adjourned at 7:21 p.m.; an executive session on personnel and contracts followed with no action announced.
The council deferred changes to a parking ordinance and proposed zoning amendments (small games of chance and allowing pools on adjoining lots) until the solicitor can be present to provide legal guidance.
