City to recruit stakeholder group and pursue dredging RFQ, staff says

City staff briefed the council on water-planning work dating to a 2023 dam inspection and a water-availability model prepared by Freese and Nichols. The WAM memo outlined options — including raising dam height to increase storage — but noted that raising the dam would require a firm water contract and an updated drought contingency plan.
Finley told the council the city is preparing a dredging request for qualifications (RFQ) and has engineering proposals in hand for design work on identified "hot spots" of low water quality and low capacity. Staff also described possible conservation measures (athletic-field irrigation changes, rainwater catchment, well supplements) and funding sources including the Texas Water Development Board and Community Development Block Grant funds.
Council discussed proposed stakeholder nominees (local water users, engineers and community leaders) and outreach methods; members suggested a broad recruitment including both residents and nonresidents with relevant expertise and urged staff to begin outreach quickly. Staff said they would contact the recommended individuals and return with a formal plan and schedule for stakeholder meetings and the RFQ timeline.
