Chadron council approves parade closure, safety manual, water-main change orders and sidewalk reimbursements

Parade and temporary street use: Resolution 2026-41 authorizes temporary use/closure of U.S. Highway 20 at Main Street for the Lions Club parade during Fur Trade Days on Saturday, July 11 (the city's 50th-year parade in context). Councilmembers asked no questions and approved the measure by roll call.
Injury-prevention manual: Council approved Resolution 2026-42 to adopt an injury-prevention manual adapted from a LARM (insurance) template. City staff said the manual was largely unchanged from LARM’s recommendations and fits departmental needs; councilmembers described it as straightforward and appropriate for all departments.
Water-main construction change orders: Staff presented change order #1 for Bitner Construction (Anne Street / 4th Street water-main work) explaining that some tasks and concrete work were reallocated between the Anne Street and 4th Street projects and a nonfunctional valve would be removed. The shift reduced one project's line item by approximately $15,000 and added about $15,000 to the other project, with a net reported pricing difference of roughly $640. Council approved Resolution 2026-43. The council also approved Resolution 2026-44, a change order to KO Wooden Company increasing the 4th Street water-main replacement project contract by $28,399.20; council agreed the contractor will be paid for the work.
Sidewalk-improvement reimbursements: The council approved two applications under the current fiscal-year sidewalk-improvement program: reimbursement of $840 to Steven Gravy and $3,000 (the program maximum) to Travis Pluster. Staff noted $30,000 had been budgeted for the program and the department will prioritize projects as seasonal construction allows.
Claims and other approvals: Council approved routine claims and accepted staff reports explaining line-item details such as plumbing repairs and pole inspections for athletic fields. The manager also briefed the council on storm cleanup, mosquito-sprayer calibration, swim-pool repairs and upcoming pickleball-court announcements.
