Hampton OKs SCBA purchase for fire department and authorizes LED retrofit at HTF&R

The Hampton Township Committee on March 31 adopted Ordinance #2026-05 to appropriate $83,865 from the capital improvement fund for the purchase of eight self-contained breathing apparatus (SCBA) sets for Hampton Township Fire & Rescue.
The committee also approved a resolution authorizing procurement of the equipment through the New Jersey Cooperative Purchasing Alliance (Bid 24-30) from Witmer Public Safety Group in an amount certified at $83,864.42, consistent with the cooperative contract. The ordinance adoption roll call shows Committeeman D. Hansen abstaining while Committeewoman E. Klose, Committeeman E. Ramm, Committeeman P. Yetter and Mayor T. Dooley voted yes.
Separately, the Fire & Rescue reported it received LED fixtures through a Home and Rescue Energy Program grant for the station at 189 Halsey Road, but additional fixtures and labor remain to be installed. After discussing the matter in executive session for contract consideration, the Committee adopted Resolution R2026-55 to authorize RSK Electric to install LED lighting at HTF&R at a cost not to exceed $6,100, conditioned on HTF&R reimbursing the Township 50% of the total cost. The HTF&R vice president apologized for not notifying the Township in advance and said the lights must be installed within 45 days per the program terms.
Funding for the SCBA purchase was certified by the Chief Financial Officer as available in the Capital Improvement Fund. The procurement authorization cites N.J.S.A. 40A:11-11 as permitting cooperative purchasing without separate bidding under the specified cooperative contract.
