Pickens County Council approves narrow changes to unsafe-property definitions, 4–1

The Chair moved to "adopt a separate definition of trash in yards as presented in the council tab," and a council member seconded. After brief discussion the motion passed 4 to 1.
The Chair then moved to remove the word "trash" from the definition of "junk" in the same packet language; council held a separate voice vote and the motion passed 4 to 1. The presenter told council the changes were intended to make enforcement more objective by distinguishing yard trash from other forms of junk and by setting clear time frames before a violation is issued.
The votes: both motions were made from the floor by the Chair and seconded by a council member; the transcript records the outcome for each as "same sign" and records a 4–1 result.
