Groveland council establishes strategic planning, transportation & utilities advisory committees

The Groveland City Council on May 18 unanimously approved three ordinances creating permanent advisory committees to guide the city's strategic planning, transportation and trails planning, and utilities policy. Council Member Stephen Shylkofski moved to approve Ordinance 2026-9 establishing the Strategic Planning Advisory Committee; Council Member Amy Jo Carroll seconded and the motion passed with all members present voting aye.
The council then approved Ordinance 2026-10 to create a Transportation and Trails Advisory Committee, moved by Vice Mayor Barbara Gaines and seconded by Council Member Shylkofski, and Ordinance 2026-11 to establish a Utilities Advisory Committee, moved by Council Member Michael Jaycox and seconded by Vice Mayor Gaines. Each ordinance passed on second reading with unanimous votes.
Tony McCoy, identified by the council as the Strategic Planning Committee chair, spoke in support of codifying the committee. "It has been an honor serving on the Strategic Planning Committee since its inception," he said, and thanked the council for prioritizing the committee’s work and values such as intentionality and connectivity. City staff said the committees will provide recommendations on implementation, performance measures, and infrastructure planning and that membership, terms, duties and ethics requirements are specified in the ordinances.
Council leaders said the committees are intended to provide dedicated stakeholder input and technical guidance as Groveland plans for growth. No public opposition was recorded during the second-reading votes. The ordinances were read into the record by City Clerk Virginia Wright and become effective according to the terms included in each ordinance.
The council’s actions create standing advisory bodies that will advise on strategic plan alignment, multimodal transportation and trail development, and utility planning and fiscal sustainability; Council members said they expect the committees to inform future policy decisions and capital planning.
