Select Board approves $175,000 awards to Falmouth Housing Trust for two affordable homes

The Select Board voted Monday to approve applications from the Falmouth Housing Trust to the Falmouth Affordable Housing Fund for two single-family homes.
Laura Moynihan, executive director of the Falmouth Housing Trust, described the projects: 21 Pheasant Lane in Davisville will be a three-bedroom, two-bath home deed-restricted at 80% of area median income (AMI); the trust requested $175,000 for that home and proposed a sale price of $285,000. 20 Brigantine Lane in Hatchville is a narrower two-bedroom, 1.5-bath home that is proposed at 140% AMI and estimated sale price of $360,000; the trust requested $175,000 for that home as well. Moynihan said both lots came to the trust through an RFP process and that advanced-treatment septic systems are proposed for both sites.
The board discussed sewering and whether future sewer connections would require homeowners to hook up and whether exemptions have been discussed; staff indicated no firm exemption policy has been set. Board members asked for appraisal information in future disposals to better understand town land value contributions. The motions to approve funding and to authorize the town manager to execute documentation were approved by voice vote.
Moynihan and staff said the trust will pursue philanthropic and foundation funding to fill remaining budget gaps and expects construction or permitting to move forward within months if permits are timely.
