Washington County adopts Resolution 26-16 setting 35 mph work-zone speed limit, MUTCD signage standards

The Washington County Board of Supervisors voted on May 26 to adopt Resolution 26-16, which establishes county policy and procedures for temporary work-zone traffic signage and reduced speed limit zones on the county’s secondary road system.
Supervisor Bob Yoder moved to approve Resolution 26-16; Supervisor Richard Young seconded the motion and the Board approved it by roll-call vote, authorizing Chairperson Jack Seward, Jr. to sign the resolution on behalf of the Board.
The resolution cites Iowa Code Section 309.67 and directs the Washington County Secondary Road Department to follow the Manual on Uniform Traffic Control Devices (MUTCD) and relevant Iowa Department of Transportation traffic control standards when setting up temporary work-zone signage. The adopted policy sets the work-zone speed limit at 35 miles per hour when the Maintenance Superintendent or designated representative determines a speed reduction is needed.
The policy distinguishes work-zone signage and control depending on lane conditions: work zones maintaining 11-foot lanes should use TC-1 or TC-202; zones that require lane closures or lanes narrower than 11 feet should use TC-211 through TC-215 (and related standards). The policy also requires that reduced-speed signage be removed when road workers are not present; in the absence of required signage the work-zone speed limit and corresponding enforcement are not in effect.
The Board made no changes to the substantive standards when approving the resolution; the policy is intended to remain compliant with periodic updates to the MUTCD and Iowa DOT standards.
