Laurel agency advances $2.95 million sidewalks and lighting plan; construction eyed for July

The Laurel Urban Renewal Agency on May 11 reviewed engineer estimates and schedules for a downtown Sidewalk and Lighting Improvements project that would replace sidewalks and curb, add storm drain inlets, landscaping islands and pedestrian lighting across several downtown blocks. Agency staff said pre‑bid activity is underway and that construction is planned to begin in July 2026 with completion before year end.
The agency packet included a detailed bid form and line‑item engineer estimate totaling $2,953,802.51. The scope lists removal of existing pavement and concrete, new curb and gutter, new 4‑inch sidewalks, ADA ramps, multiple storm structures and electrical work including 52 light poles, conduit, trenches and electrical meters. A smaller bid alternate for limited curb/sidewalk work was listed at $57,254.18.
Forrest Sanderson told the board the project is in pre‑bid with four bids submitted so far and that pre‑bid closes on May 19. He said staff will take the project to City Council on June 2 with anticipated council approval on June 9 before proceeding to construction.
The packet includes a project timeline stating construction is planned to start in July 2026 and finish before the end of the year. The estimate itemizes mobilization, traffic control, pavement removal, concrete work, storm system components and electrical installation; the engineer estimate in the packet sums to $2,953,802.51.
Board members also heard updates on related work: the ditch‑covering Task #5 is nearly complete with landscaping awaiting plant delivery, the SE 4th Street lighting Task Order #6 remains pending until the city finalizes city‑attorney support, and a landscaping project at a railroad underpass is awaiting approval from BNSF Railway. Staff said project signs are nearly finished and will be posted when ready.
Judy Goldsby moved to change the next LURA meeting to May 26; Dean Rankin seconded and the board approved the motion. The meeting adjourned at 11:40 a.m.
Next steps: staff will finalize procurement after the May 19 pre‑bid period, pursue council consideration in early June, and return to the agency with contract recommendations following council action.
