Nash County approves Highway 97 shell-building debt payoff; two commissioners dissent

The Nash County Board of Commissioners voted on May 4 to approve a debt payoff related to the Highway 97 shell building, a move Finance Officer Nikki Stanton said would reduce operating expense budgeting needs by "about $600,000 over the next 5 years."
The board approved the Highway 97 debt budget amendment and related fund transfers and appropriations. The motion passed with five votes in favor and two opposed: Commissioners Freddy Howell and J. Wayne Outlaw recorded "no" votes.
Outlaw asked the clerk to enter a statement into the minutes explaining his opposition: he said he supports eliminating debt but was concerned about the timing of the payoff during the county’s ongoing budget process and with potential unknown expenses such as school system requests. He said the board should complete budget discussions and revisit the payoff in July if necessary, and added that the original bill language that prompted prior debate had been removed.
Stanton presented numbers showing the payoff would require transfers and draw on fund balance appropriations. The board approved the measure but recorded the two dissenting votes and Outlaw’s request that his reasoning be noted in the minutes.
