Nash County postpones Bissett’s Bay rezoning amid runoff, well and infrastructure concerns

The Nash County Board of Commissioners on May 4 postponed a decision on Conditional Rezoning Request CZ-260302 (Bissett’s Bay Subdivision) to its June 1 meeting after multiple residents raised environmental and infrastructure concerns during a public hearing.
Planning Director Adam Tyson presented the request and said the Technical Review Committee and Planning Board had recommended approval subject to listed development conditions. Residents including Barry Adams and John Finch spoke in opposition, citing potential water runoff, inadequate electrical and internet infrastructure for the proposed subdivision, impacts to local wildlife and groundwater, and traffic-safety concerns. Nancy West-Brake of the Nashville Graphic asked specific questions about the proposed location of a community well, how many lots adjoin two on-site streams, and what protections would exist for the streams from septic systems.
Developer representatives committed to at least one change: Kevin Varnell of Stocks Engineering agreed on behalf of the developer to provide a private access easement, at least eighteen feet wide, from a proposed interior public road to the adjacent property of David N. Manning III at 4152 Frazier Rd, as requested by Manning.
The board voted to postpone the rezoning decision and scheduled a new public hearing for June 1 to allow additional public input and for staff to address the raised concerns. The postponement was made by motion of Commissioner Freddy Howell and seconded by Commissioner Robbie B. Davis.
