Representatives for Northlake Bible Church told the council July 25 they purchased an 11.5‑acre parcel in Pecan Square and requested a concept-plan amendment to move their property from the estate subdistrict into the commercial subdistrict so a church campus could be built.
Pastor Dusty Burris (speaker 17) and contractor John Barn (speaker 16) explained the church’s history on the site and said they were seeking to correct paperwork and bring the project into compliance. Several council members recalled extensive past negotiations with developer Hillwood when Pecan Square was approved and expressed concern about changing long-settled expectations for large estate lots in parts of the development.
Council agreed it would be premature to grant the change without additional discussion with Hillwood and residents and voted to table the item to allow negotiation and staff follow-up rather than issue an outright denial.
What happens next: staff will meet with the church, the developer and relevant parties and return to council with options; council emphasized protecting previous concessions made during the Pecan Square approval process.
