Norman told council the sales estimates were derived using Placer AI and conservative assumptions (about 2,500 customers per month with an average order around $19) and staff said they had vetted the application using a Zactax sales-analysis service.
Council members asked about business plans, sales assumptions and clawback provisions in the grant program. EDC/CDC staff explained the program offers several award structures (forgivable loans, upfront grants tied to occupancy and sales-tax rebates) and includes clawback language if a business fails before the end of a multi-year period. Council approved the grant in a vote recorded as 6—2.
