Bernalillo council hires two staff, introduces zoning plan for town campus and adopts asset-management resolution

The Governing Body of the Town of Bernalillo met on Feb. 24, 2025, approved two municipal hires, introduced a zoning ordinance for a proposed town-campus redevelopment and adopted a resolution to develop an asset management plan.
Human Resources Director Maria Santillan told the council the hiring committee recommended Mateo Martinez for Wastewater Lab Technician and Matthew Lujan for Police Officer. Councilor Torres-Quintana moved to approve the wastewater hire; Councilor Prairie seconded and the motion passed by unanimous roll call. Councilor Prairie moved to approve the police hire; Councilor Montoya seconded and the motion passed by roll call.
Town Administrator Ida Fierro introduced Ordinance 358, which would amend the official zoning map to designate a roughly 9.6-acre combined site near 829 Camino Del Pueblo as SU (Special Use) for public facilities and uses. The ordinance was introduced for consideration and was accompanied by a master development plan and exhibits; it will proceed through required public hearings.
Public Works Director Troy Martinez presented Resolution 02/24/2025, directing development and implementation of an Asset Management Plan using the New Mexico Environmental Center’s A.M. Kan Work Manual and designating Martinez as the authorized implementing officer. Councilor Torres-Quintana moved to adopt the resolution; Councilor Montoya seconded. The council approved the resolution by unanimous roll call.
The council also approved the accounts-payable voucher list for Feb. 24, 2025, totaling $359,086.80 following a motion by Councilor Torres-Quintana and second by Councilor Valverde.
At the end of the meeting Terri Gray presented the most recent financial update. Community Development Director Christina Jones outlined upcoming “Keeping Bernalillo Beautiful” events in April, including an E-cycle day and an Arbor Day sale tied to a museum garden exhibition; she also said a drug take-back event was tentatively scheduled for April 26. Martinez updated the council on the Old Highway 44 Bridge Reconstruction project, saying the contractor completed in-ditch work and poured the deck, and that a substantial completion date is scheduled for the third week of March.
Town Administrator Ida Fierro closed with a travel reminder for a legislative update event; the council adjourned at 6:50 p.m.
