Program-management firm presents services; council removes HPM authorization from agenda for staff review

Ryan George (a Springville resident) and Ben Youngblood of Hoare Program Management (HPM) presented a professional-services framework agreement describing program-management, pre-construction estimating, on-site field representation, procurement support and project controls.
Ryan introduced HPM as a firm that helps municipalities from early planning through project closeout and warranty, and Ben described estimating accuracy and field representation services. The presenters illustrated past municipal projects and said the framework agreement would allow the city to issue task orders for specific work rather than commit to a project dollar amount immediately.
Mayor Phillips said the packet raised some staff questions and that Shelley would have an opportunity to request edits. Shelley told the council the draft looked generally good but wanted to clarify a few liability and contract items; the mayor said it might be premature to act and that staff should refine the agreement before placing it on an agenda for approval. Earlier in the meeting the mayor directed staff to remove the authorization to engage Hoare Construction Project Management Services from the agenda.
Council did not vote to approve a contract with HPM at this meeting; instead, staff will review and return with recommended edits or a revised agreement for future consideration. Ryan and Ben thanked the council for the chance to present and offered to help coordinate conversations with staff.
