Springville council approves RFP for grant writer and RFQ for architect to pursue $400,000 senior-center CDBG grant

City staff member Rick told the council the city could pursue roughly $400,000 for senior-center improvements; he said the grant requires about a 10 percent local match and that senior volunteers have raised “somewhere in the mid-twenties to high 20,000s,” which would get the city close to the match requirement. Rick emphasized that the city is not being asked to expend funds now and that selected consultants would be engaged through a future task-order process.
Rick also said some grant writers he has spoken with would prepare the application with their fees paid from awarded grant funds, meaning no city outlay for consultant fees if the grant is not awarded. “They are willing to write this grant for free,” Rick told the council, summarizing that the funder’s award would cover fees if the application succeeds.
Councilmembers moved to issue the procurement actions. The motion to issue an RFP for a grant writer was made by Ms. Hennings and seconded by Mr. Tolles; the council approved the RFP. The motion to issue an RFQ for an architect was made by Mr. Vincent and seconded by Mr. Wisenott; the council approved the RFQ. The transcript shows the mayor calling the voice vote with verbal “ayes.”
Staff said the grant cycle closes at the end of July, and Shelley (staff) will finalize language and clarify contract items before the procurement is published. The action directs staff to proceed with procurement steps; any grant award and subsequent design work would return to council for appropriation and contract approval.
