David Howard, chair of the newly formed Metropolitan Public Transportation Authority (MPTA), briefed council committees June 1 on the transition plan to move transit governance and funding from current structures to the MPTA.
Howard and the transition team described a three‑gate schedule. Gate 1 (by July 1) focuses on governance and bylaws, pension and financial policy alignment, and initial hires; Gate 2 (by Jan. 1) covers IT, HR and payroll cutovers and employee transfer planning; Gate 3 (by July next year) focuses on full operational separation and procurement ownership. The overarching principle staff emphasized was continuity: no late buses, uninterrupted payroll and preserved safety while the organization is stood up.
Staff said they hired transition consultants and two co‑transition directors with prior transit and municipal experience to accelerate HR, benefits and pension transitions and to ensure procurement and finance readiness. Committee members asked about benefits continuity, procurement timelines and community engagement. Howard pledged regular updates and indicated the authority will return to council on a regular cadence as the transition proceeds.
