Wabasha County approves package of resolutions including donations, contracts and grants

The Wabasha County Board of Commissioners on May 19 approved a series of resolutions covering donations, contract authorizations, grant acceptance and equipment purchases and directed several planning hearings.
Chairperson Wobbe presided over the meeting at the Wabasha County Courthouse. The board unanimously approved the consent agenda, then adopted a bundle of resolutions recorded as Nos. 2026-104 through 2026-114 and separately approved Resolution 2026-115 by a 3–1 vote.
Key actions approved include: the acceptance of a $3,688 donation from American Legion Post 179 to the Veterans Outreach Fund (Res. 2026-104); an amendment to Article 4.10 of the county's Collective Bargaining Agreement adding pay for Field Training Officer duties (Res. 2026-105); adoption of an updated Finance Policy Manual Section 5.6 on charge accounts and credit cards (Res. 2026-106); appointment of the Commissioner of Transportation as agent for federal transportation aid and authorization for the Wabasha County Engineer to execute MnDOT Contract No. 1063049 (Res. 2026-107); and payment of $8,750 to MCCC for a DOC data migration completed April 1, 2026 as part of the county's transition to the Community Corrections Act (CCA) (Res. 2026-108). The minutes note the final invoice of $8,750 was substantially below earlier work-order estimates mentioned in the agenda materials.
The board also approved acceptance of the Minnesota Department of Natural Resources 2026 Federal Boating Patrol Supplemental Grant and authorized signing of the grant contract by the Sheriff and the Board Chair (Res. 2026-109).
Public-safety communications infrastructure was addressed when the board authorized the Sheriff's Office to purchase upgrades for the Wabasha tower and Criminal Justice Center penthouse from Motorola Solutions at a cost not to exceed $56,600 to be paid from 911 funds (Res. 2026-110). The board authorized County Administration to negotiate a temporary GIS services agreement with Pro-West & Associates to maintain GIS operations during a staffing vacancy (Res. 2026-111). It also selected LHB Corp to perform a county Space Needs Study and Facility Assessment and authorized a professional services agreement with a base price of $67,300 (Res. 2026-112).
The meeting concluded with the board ordering three separate Planning Commission public hearings to be held on June 22, 2026 at 7:00 p.m.: one on the Milestone Materials Environmental Assessment Worksheet (EAW) (Res. 2026-113); one on amendments to the county's Floodplain Management Regulations tied to updated FEMA maps and state model ordinance changes (Res. 2026-114); and one on proposed dwelling density amendments to the county zoning ordinance (Res. 2026-115). Res. 2026-115 was approved 3–1, with Commissioner Walkes recorded as voting no.
The board authorized a motion to recess to a District 9 meeting on June 1, 2026, at the Dodge County Fairgrounds in Kasson, and the meeting record was finalized with signatures.
What happens next: the Planning Commission will hold the three hearings on June 22, 2026; the board authorized administrators and named officials to execute the contracts and grant documents where applicable. Where the minutes record signatures required (for example, the DNR grant), the resolution language authorizes the Sheriff and Chair to sign the grant documents.
