East Bradford supervisors approve grants, authorizations and routine business; $220,000 payment to Aqua PA authorized

The East Bradford Township Board of Supervisors approved a series of routine and programmatic items during its March 5 meeting, including grant authorizations, a sustainability plan adoption, and an undisputed payment to Aqua PA for sewer billing.
Downingtown Library representatives Jack Hines and Jasmine Smith asked partner municipalities to contribute $250,000 over five years ($50,000 per year) to support a capital campaign to rebuild and expand the library; Ms. Maynard requested East Bradford‑specific usage statistics that Ms. Smith said she would provide.
The Board adopted a Municipal Sustainability Plan prepared by the Brandywine Conservancy. Vice Chair Bruce W. Laverty moved to adopt the plan, Debbie Maynard seconded, and the motion passed unanimously.
On parks and trails, the Board authorized submission of a DCED grant to support a previously authorized DCNR C2P2 application for East Bradford Park rehabilitation (Resolution 09-2026) and authorized a DVRPC Recreational Trails Program grant application seeking $115,000 to fund a feasibility study to extend the Plum Run Trail west (Resolution 10-2026). The Parks and Recreation Board recommendation to permit an Eagle Scout project by Parth Sharma to plant about 125 native tree seedlings at Shaw’s Bridge Park was also approved.
The Board authorized transmission of $3,000 to the West Chester Council of Governments for an America250 regional event and granted the Sussex Homeowner's Association's covenant amendment to the solicitor for review (to return for April consideration). The Comerford conditional‑use time clock was extended to Dec. 31, 2026 by unanimous vote.
Budget and infrastructure items discussed included a reported winter operations shortfall of about $65,000 and progress on a Shadow Wood Drive drainage project backed by $267,000 in PA Small Water and Sewer Grant funding; the Board authorized bid advertising subject to solicitor recommendations. The minutes show that, under previously agreed billing arrangements, Aqua PA had not billed the Township until early 2025; approximately $220,000 of the billed amount was identified as undisputed and the Board authorized payment.
The Board also authorized execution of a memorandum of understanding with West Chester Borough documenting the WCRERT mutual aid relationship, and ratified a snow emergency that had been in effect Feb. 21–24, 2026. No votes recorded opposing these actions; motions passed unanimously where recorded.
The Board adjourned at 7:40 p.m. The next regular meeting is set for April 2, 2026.
