Franklin County Legislature approves grants, budget changes and appointments in Jan. 19 session
Summary
At its Jan. 19 regular meeting the Legislature accepted multiple public-health and public-safety grants, distributed Traffic Diversion funds to town courts, made appointments to boards, amended 2016 budgets for insurance and nursing home closeout, and created two Office for the Aging positions.
The Franklin County Legislature met Jan. 19 and approved a package of funding and administrative actions affecting public health, public safety, social services and county operations.
Key financial actions included acceptance and appropriation of several grant awards. The District Attorney accepted a $65,264 Operation Stonegarden grant for security equipment (Resolution No. 10). Public Health accepted a Lead Grant of $21,414 (Res. 14), an Early Intervention Administration grant of $22,924 (Res. 15), a renewed Immunization Action Plan grant totaling $30,000 for April 2017–March 2018 with $25,000 budgeted in 2017 and $5,000 rolled to 2018 (Res. 16), and an annual Children With Special Health Care Needs allocation of $17,769 (Res. 17). The Public Health Department also accepted a $4,900 Robert Wood Johnson County Health Rankings & Roadmaps award to fund training for local stakeholders (Res. 18).
The Legislature made multiple year‑end and intra-budget adjustments. Resolution No. 19 amended the 2016 Franklin County Self Insurance Plan budget, adding $81,296.54 to reconcile plan claims. Resolution No. 22 authorized year‑end adjustments for nursing home closeout and health insurance obligations and transfers to cover outstanding liabilities. The Board also appropriated $48,450 in Traffic Diversion Program funds into the 2016 budget (Res. 21), of which $24,225 was distributed to town justice courts (Res. 9) and $24,225 placed in contingency.
On appointments and governance, the Legislature appointed business representatives Scott Henderson (Citizen Advocates) and Sylvia Getman (Adirondack Health) to the North Country Workforce Development Board (Res. 11), appointed David Roach to the Industrial Development Agency board (Res. 12) and temporarily appointed Legislator Andrea Dumas to the Solid Waste Management Authority board until a representative is found (Res. 13).
Operational and personnel items included a CHIPS fund transfer to cover 2016 highway bills (Res. 24) and creation of two Office for the Aging positions: an Account Clerk (Grade 4, base $27,697) and a Nutrition Program Manager (Grade 13, base $44,846) with salaries to be paid from existing funds (Res. 25). The Legislature also approved employee longevity acknowledgements for January and a small transfer ($154) to Veterans Services to cover phone system costs (Res. 26).
All resolutions cited were adopted by unanimous vote and the meeting adjourned at 11:52 a.m.
