Franklin County Legislature elects Rice chairwoman, adopts 2017 rules and names county officials

At its Jan. 5 organization meeting the Franklin County Legislature elected Barbara Rice chairwoman, Donald Dabiew vice chairman, Carl Sherwin majority leader and Paul Maroun minority leader; the body also adopted detailed rules of procedure and approved several county appointments.
Barbara Rice was elected chairwoman of the Franklin County Legislature at its Jan. 5 organization meeting and thanked members for the honor, calling 2017 “interesting, productive and challenging,” with priorities that include budget discipline, improving the county’s fund balance and bond rating, addressing Indian land claims, expanding broadband and promoting tourism.
The Legislature unanimously adopted Resolution No. 1, the 2017 Standing Rules of Procedure, which set quorum and meeting schedules, committee structure and duties, motion and resolution submission deadlines, and a rotating monthly procedure for roll-call votes. The rules cite that organizational meetings are called pursuant to Section 151 of the County Law.
Elections for leadership were completed by unanimous vote after nominations: Donald Dabiew was elected vice chairman; Carl Sherwin was elected majority leader; and Paul A. Maroun was elected minority leader. The temporary chair used to complete nominations was Carl Sherwin.
The Legislature also approved several administrative appointments by unanimous vote. Resolution No. 2 appointed Jonathan J. Miller as County Attorney for a three-year term beginning Jan. 1, 2017, at an annual salary of $70,698 for 2017, with future salaries to follow Franklin County’s non‑union salary policy. Resolution No. 3 appointed Frances Perry as County Auditor for a three-year term beginning Jan. 1, 2017, with a 2017 salary of $47,598.
Other administrative actions included authorization for a month‑to‑month contract extension with the Association of Senior Citizens, Inc., to continue Title IIIB, IIIE and Senior Volunteer Transportation services pending the 2017 RFP award; authorization for an inter‑municipal agreement to allow Franklin County Community Services to provide consultative services to St. Lawrence County while it seeks a director; and the appointment of Melinda “Lindy” Ellis to the Franklin County Industrial Development Agency board for 2017.
The Legislature designated the Adirondack Daily Enterprise and The Malone Telegram as official newspapers for Democratic and Republican notice publications, respectively, for 2017. The organizational meeting concluded with a unanimous adjournment.
