Council approves budget transfers, community‑crossings matches, CDBG filings and routine code updates

The West Lafayette City Council on May 20 approved several budget and ordinance items in a series of roll‑call votes.
Peter Gray, city controller, asked the council to authorize a scheduled transfer of $2,000,000 from the Economic Development Income Tax (EDIT) Fund to the General Fund; the council approved the transfer by an 8–0 roll call.
Gray also presented budget moves to fund local matches for the state Community Crossings grant. He said the city will move $88,489 for the Amberley Village pavement resurfacing project, $222,280 for Blackbird Farms pavement resurfacing, and $689,232 for the Hills and Dales pavement resurfacing project into the Community Crossing Fund. Gray said these transfers represent the city’s half of the 50/50 grant match and are drawn from the Motor Vehicle Highway (MVH) restricted services and restricted capital funds and the MBH restricted capital fund. He also requested a $3,420 transfer for sidewalk repair from engineering services into capital. The council approved these transfers by roll call, 8–0.
On housing and community development, Jennifer Van Sciver, director of development, presented the required filing to apply for 2026 Community Development Block Grant (CDBG) funds from HUD under Title I of the Community Development Act of 1974; she noted the filing is required to meet submission deadlines. The council approved the filing and later, on a separate roll call, approved a resolution appropriating the 2026 CDBG awards as recommended by the mayor’s advisory board.
In other business, the council voted to adopt Ordinance 10‑20‑26, which updates various sections of the West Lafayette city code (including towing/maximum drop fee language explained by Chief Ferguson). Chad Spitznoggle, housing director, said periodic city code updates are routine and reflect department requests from building, police and code enforcement.
All of the items above passed on recorded roll calls with eight 'aye' votes and no 'nays.'
