Mt. Vernon council adopts 2025–26 budget, approves sale of land and a $925,412 pumper truck purchase agreement

The Mount Vernon City Council on April 7 voted to adopt the 2025–26 fiscal year budget, approved the sale of city land for a transit facility and authorized a purchase agreement to secure a new pumper truck for the fire department.
Acting City Manager Nathan McKenna presented the budget’s second reading and noted two additions: $100,000 in the general corporate fund to replace an aging fleet truck and funding to replace a fire department truck (insurance covered $27,000). The council approved Ordinance #2025‑07 adopting the budget; Council Member Joe Gliosci moved the ordinance and Council Member Mike Young seconded the motion, which passed unanimously.
The council also approved an ordinance authorizing sale of ten acres on Zachery Drive to South Central Transit for $155,000 to build a new facility. The council suspended rules to take action on the first reading and approved Ordinance #2025‑08 unanimously.
To lock in a pumper truck for the fire department, the council approved a purchase agreement with Sutphen Corporation for $925,412; the truck is scheduled for completion May 22, 2025 and no payment is due until delivery. Council Member Donte Moore moved approval; Council Member Mike Young seconded. The vote passed with Yeas from Ray Botch, Donte Moore, Mike Young and Mayor John Lewis and an abstention from Council Member Joe Gliosci. The resolution was numbered #2025‑17.
Other items approved included consolidated accounts‑payable vouchers totaling $2,645,174.10; acceptance of a $54,985.63 quote from Whitney Roofing, Inc. to replace the City Garage roof after two unsuccessful bids; a $50,000 contract with Midwest Music Supply for The Commons grand opening entertainment; authorization to use Motor Fuel Tax funds for in‑house resurfacing projects; and a resolution recertifying that elected officials are IMRF‑eligible. Votes on these items were unanimous unless noted above.
Council Member Ray Botch also publicly congratulated Finance Director Stephanie Bailey and Acting City Manager McKenna on the budget work. The meeting recessed into executive session later in the evening to discuss the purchase or lease of real property under 5 ILCS 120/2(c)(5) and reconvened before adjourning.
