The Mount Vernon City Council on April 21 unanimously approved Ordinance #2025-09 to amend the city personnel policy so that employees may live in adjoining counties.
Acting City Manager Nathan McKenna presented the second reading of the ordinance, saying the change opens residency to Marion, Wayne, Hamilton, Franklin, Perry and Washington counties and applies to all city positions, including police and fire. Council Member Joe Gliosci moved to approve the ordinance; Council Member Mike Young seconded, and the motion carried with all members voting yes.
The ordinance replaces the prior residency restriction and is intended to increase recruitment flexibility for city positions. The council did not record any public calls in favor or opposition at City Hall during the notice period.
The ordinance was adopted during the council’s regular meeting at Mount Vernon City Hall and takes effect according to the timeline shown in the ordinance text.
The council also heard a first reading of the annual ordinance that sets salaries and benefits for non-CBA staff, with the City Clerk position newly added; no action was taken on the salary ordinance (first reading only).
