Council reviews water-modeling study and draft FEMA maps; reprioritizes generator upgrades

Councilmembers and staff heard a presentation April 21 from IDS Engineering on the city's water-distribution modeling and FEMA MAAPNext draft floodplain maps.
John Hale of IDS Engineering summarized four modeling scenarios that confirmed Texas Commission on Environmental Quality (TCEQ) compliance, highlighted demand and resiliency conditions, and identified areas of vulnerability. The study included a ranked list of recommended projects. Council directed staff to elevate the power-system rehabilitation at the City Hall Water Plant to priority 1 and move the Taylorcrest Water Plant rehabilitation to priority 2; doing so removes a previously recommended generator-swap project from the list and reduces costs. IDS recommended adding the study's items to the city's CIP and conducting annual well tests to monitor groundwater production.
Tim Buscha of IDS presented FEMA's MAAPNext draft floodplain maps (draft release to be finalized by FEMA in 2028). He said most of the city remains outside the floodplain but noted a small portion on the southwest side of Bunker Hill Village falls within the 500-year floodplain. Council took no formal action on the maps at this meeting.
The council directed staff to incorporate the study's recommended projects into the CIP and to prepare revised priority rankings and cost estimates based on Council direction.
