Council approves $449,897 contract for Knipp Road mill-and-overlay; construction management awarded

Bunker Hill Village City Council voted 5-0 April 21 to award a services agreement to Pavecon for the mill-and-overlay of Knipp Road and to hire Lloyd, Smitha & Associates for construction management services.

Staff summarized a multi-year sequence of design, geotechnical work and sanitary-sewer repairs that preceded the current recommendation. A March pavement assessment by Lloyd, Smitha & Associates rated Strey Lane 8/10 (minor deterioration; defer) and Knipp Road 6/10 (surface wear and localized asphalt failures). Staff recommended proceeding with mill-and-overlay on Knipp Road to extend service life and defer Strey Lane to future CIP years.

To obtain competitive pricing staff used an interlocal cooperative purchasing program and initially presented a contract amount of $474,728.08. Staff later corrected the contract to $449,896.66 due to a miscalculation and a reduction in mobilization and contingency; because the agenda had already been posted the posted packet could not be revised under the Open Meetings Act. Council approved the corrected contract 5-0. Work is scheduled to begin in June after Bunker Hill Elementary dismisses classes; staff will notify residents, Memorial Villages Police Department and Village Fire Department before mobilization.

Council also approved a services agreement with Lloyd, Smitha & Associates not to exceed $18,108.45 for on-site inspection, quality control, monthly pay-estimate review and resident communication. Staff estimated the roadwork would take about 1.5 months to complete, weather permitting.

The contract and project-management approvals follow the city's CIP planning and the earlier identification of a deteriorated sanitary sewer main on Strey Lane that required separate rehabilitation prior to resurfacing work.
