Bunker Hill Village council authorizes police grant application and approves MVPD pay-parity budget amendment

The Bunker Hill Village City Council voted unanimously April 21 to authorize the Memorial Villages Police Department (MVPD) to apply for grants from the Texas Motor Vehicle Crime Prevention Authority and to approve Budget Amendment 2026.01 to the FY2026 MVPD budget.
Chief Schultz told the council that MVPD has expended about 25% of its budget to date, is concluding the FY2025 audit with refunds expected to the three partner cities, and is actively recruiting after one officer left for Fort Bend County. He reported two active fraud investigations: a mail-theft scheme involving checks that were intercepted and altered, and a separate $90,000 scam in which funds were shipped out of state; arrests were reported in the mail-theft investigation. Schultz also said MVPD is fully compliant with grant reporting requirements and is one of 12 agencies statewide eligible to reapply for MVCPA funds that would reimburse roughly 80% of eligible maintenance expenses for surveillance and data-sharing software.
Council approved a resolution authorizing a city to sponsor MVPD's application; as a standalone agency MVPD cannot apply directly. Separately, Council approved Budget Amendment 2026.01, which incorporates grant-driven revenue and expense adjustments, anticipated maintenance contract costs, healthcare premium updates, and Phase I of an eight-step officer compensation schedule totaling $330,900. Bunker Hill Village's assessment of that compensation step is $110,300.
Mayor Keith Brown commended MVPD for its investigation work and interagency coordination. The resolution and budget amendment passed on 5-0 votes. Staff said MVPD will prepare the application and, if awarded, administer the grant and use reimbursements to cover ongoing maintenance fees for the Condor and Peregrine systems referenced in the presentation.
Next steps: staff will submit the grant application with the required sponsoring-city resolution and implement budget changes approved in Amendment 2026.01.
