Osceola council approves stop signs, Fourth of July permit and City Hall mural; refers ROW vacation to planning

Mayor Thomas J. Kedley called the Osceola City Council to order at 7:15 p.m. on June 4. Council members George Fotiadis, Dan Hooper and Thomas Bahls were present; Sonya Hicks and Jose Vargas were absent.
The council unanimously approved a package of routine and administrative items including a special-event permit for Osceola Chamber Main Street’s Fourth of July celebration, a City Hall mural funded by a Chamber grant, and a newly adopted job description for a Police Officer IT Admin. Council member George Fotiadis moved to approve the agenda and later moved approval of the Fourth of July permit; Dan Hooper seconded those motions. All motions during the meeting carried on roll-call votes of Fotiadis, Hooper and Bahls voting aye.
In the meeting’s most substantive traffic action, the council adopted Resolution 2024-19 directing placement of new traffic control devices. The resolution authorizes two new stop signs: one for eastbound and one for westbound traffic on E Webster at N Kossuth, and one stop sign for southbound traffic on Wildflower at Truman Road. The resolution was approved by motion of Council member George Fotiadis and second of Council member Thomas Bahls.
The council also referred a petition to vacate a portion of the E Webster right-of-way to the Planning and Zoning Commission for study and recommendation; the referral was approved by motion and roll call. City Administrator Ty Wheeler provided updates on various city projects; City Clerk Britanee Ward presented new signs proposed for the municipal golf course. Police Chief Marty Duffus had no report.
On routine business the council approved the consent agenda, which included bills and claims, minutes from the May 21 meeting and a note that there were no liquor licenses to consider. The clerk’s record lists a grand total of $3,347,374.75 in claims paid across city funds, including a large debt-service entry and operating amounts for the general, sewer and other funds.
There was no recorded public controversy or contested vote during the meeting. With no further business the council adjourned at 8:05 p.m.
