The Oshkosh City Plan Commission voted unanimously to recommend selecting SRF Consulting Group to assist with a comprehensive zoning ordinance rewrite, following a staff presentation on the procurement and project timeline.
Planning Services told the commission it solicited proposals from six firms, interviewed three, and recommends SRF Consulting Group of Middleton, Wisconsin. Staff said the RFP budget was about $125,000 and that the project is expected to take about 12 to 18 months. Staff also said they will coordinate community outreach — surveys, open houses, pop-up events and focus groups — and that the planning commission will serve as the steering committee for the rewrite.
During discussion a commissioner said they were unhappy with how the consultant selection process involved the commission, noting they would have preferred earlier commission participation when staff narrowed candidates. Another commissioner asked whether cost was the deciding factor; staff replied that cost was one of several criteria and that candidates' proposals were in the same ballpark of the budget. After limited discussion, the commission moved to recommend the selection and adopt staff findings; the motion passed on a roll-call vote recorded as 7–0.
Staff said further outreach and steering-committee work will occur as the project proceeds; the final contract and any Council approvals will follow the council's procurement and contracting processes.
