Cudahy council allocates remaining ARPA funds, approves personnel items and moves to proceed on closed-session property matter

At its Dec. 3 meeting, the Common Council unanimously allocated $51,713 in remaining ARPA funds for a facility needs study and associated work, approved a GASB 75 valuation contract and a 2025 Fire Chief salary ordinance, adopted recognition resolutions for two longtime employees, and voted to proceed as discussed in closed session regarding the possible sale of 4626 S. Packard Ave.
The City of Cudahy Common Council on Dec. 3 approved several administrative and financial measures, including the allocation of remaining American Rescue Plan Act (ARPA) funds and routine personnel and reporting items.
The council unanimously approved allocating $51,713 in remaining ARPA funds for three purposes: a facility needs study, an organizational structure/wage analysis, and updating the city zoning code. The motion was made by Ald. St. Marie-Boelkow and seconded by Ald. Haines; the council authorized the City Administrator to sign the contract for the facility need study.
Council also approved an agreement with Milliman, Inc. for the 2024 roll-forward/2025 GASB 75 valuation of the city’s OPEB plan (motion by Ald. Phillips, second by Ald. St. Marie-Boelkow; unanimous vote).
In personnel and related business, the council adopted Ordinance No. 2376.12 fixing the salary and fringe benefits of the Fire Chief for 2025 (motion by Ald. Jankowski, second by Ald. St. Marie-Boelkow; unanimous roll call). The body also adopted resolutions recognizing Police Chief Thomas D. Poellot for 17 years and three months of service and DPW/Water Director Frank Miller for 34 years and three months of service; both resolutions passed unanimously. (The minutes show an inconsistent resolution number for the Frank Miller recognition in different places.)
The council moved into closed session under State Statute 19.85(1)(e) to consider the sale of 4626 S. Packard Ave. The closed-session motion and the subsequent motion, upon reconvening to proceed "as discussed in closed session," both passed by unanimous roll-call votes. The minutes do not record sale terms or additional specifics from the closed session.
The consent agenda, which included approval of the Nov. 19 minutes and notifications of the announced retirements of Police Chief Poellot and DPW/Water Director Miller, was approved by a single motion. Public comment on non-agenda topics included four speakers who raised concerns about park fencing, speed limit signs on Lake Drive, elections, and a sewer project on Lake Drive. The meeting adjourned at 8:41 p.m.
