Richland board signs Form 284 to use highway (CHIPS) funds, authorizes appointment letters and issues right-of-way notice

The Town of Richland Board on Jan. 15 signed Form 284 to authorize spending from town highway funds (CHIPS), with a requirement that Highway not exceed the CHIPS allocation without prior board approval. The action was moved by Councilwoman Donna Gilson, seconded by Councilwoman Sue Haynes and passed by roll-call vote with all members present voting "AYE." Supervisor Robert North presided over the special meeting, which began at 10:00 a.m. in the Grand Jury Room at the H. Douglas Barclay Courthouse in Pulaski.
The approval of Form 284 was the primary purpose of the special meeting. The board’s motion directs the town to proceed with CHIPS-funded work as long as expenditures remain within the CHIPS allocation; the board said any projected overrun would require prior approval at a later meeting. The board did not specify project-by-project line items or dollar amounts in the minutes.
The board also read and authorized mailing appointment letters to newly appointed members of the Planning Board, an alternate for the Zoning Board, the Comprehensive Planning Board and the Board of Assessment Review. Councilwoman Gilson moved, and Councilwoman Haynes seconded, a separate motion to mail those letters and send thank-you notes to former members; that motion also passed unanimously.
Supervisor Robert North and Highway Superintendent Kevin Balcom finalized a notice for Richland residents about damage to vehicles and personal property located within the town right-of-way. The notice lists examples such as basketball hoops, fences and bushes and will be made available in all town offices.
Board members also addressed recurring problems with employees failing to report incidents to immediate supervisors. Supervisor North said employees must call their supervisors immediately after an incident to reduce miscues and ensure consistent communication.
The board moved to accept the appointments and resolutions presented at the meeting; the motion passed by unanimous roll-call vote. With no further business, the board adjourned at 10:44 a.m. The next Town Board meeting is scheduled for Feb. 10, 2026 at 6:00 p.m.
