Board approves Willow Bend drainage change order, invasive removal and pool agreement amendment

The Wells Branch Board on Nov. 19 approved several projects and contract adjustments affecting parks, trails and pond maintenance.
Murfee Engineering’s Jason Baze recommended Change Order No.1 from Forsythe Brothers Infrastructure to install drainage facilities at the Willow Bend Dog Park Water Quality Pond to mitigate recurrent erosion from the pool parking lot into the pond. The change order adds $14,500 to the contract and extends substantial completion time by 30 days; the Board approved the request unanimously on motion by Director Palmer and second by Director Solis.
TexaScapes President Richard Fadal told the Board the compost program has been a long-running community service and that annual collections for 2024 are anticipated to near 15,000 cubic yards. Fadal also presented Proposal #10491 for five days of targeted invasive species removal in the Grow Zone; Director Palmer moved to approve the proposal and the Board voted unanimously.
On recreation items, Director Jon Klekman said the Armada Swim Team requested the renewal date of its Pool Use Agreement be shifted from May to September to align with the swim season. The Board approved Amendment No.1 to extend the term through Sept. 30, 2025.
Engineering updates that were discussed included the near-completion of the Big Basin Pond berm work, progress on Trail System Lighting Replacement (pending a final Travis County permit step), and McGinnis Lift Station generator planning. Forsythe will hand-water revegetation areas and the contractor will return with re-seeding and handrail punch-list items where required.
Staff will post updates on the Mills Pond Dam project online and return with maps and schedules for remaining park and trail items at future meetings.
