Mendota council adopts FY 2024'''2025 budget, approves audits and fireworks permits, and moves to change meeting schedule

At its June 25 meeting the Mendota City Council approved several key fiscal and administrative items: adoption of the Fiscal Year 2024'''2025 operating budget (Resolution No.24-33), acceptance of the FY 2022'''2023 audit documents (Resolution No.24-34), approval of 2024 fireworks stand permits (Resolution No.24-32), and acceptance of the Engineer's Report for Landscape and Lighting Maintenance District 2019'''01, with a public hearing to be scheduled pursuant to California Streets and Highways Code section 22565 et seq.
Council approved the consent calendar (warrant check nos. 54938'''through 54977) with a total of $493,663.47 in disbursements. Finance Director Valdez introduced the audit item and Osvaldo Gutierrez of Price Paige and Company presented the Mendota Audit Committee Letter, the single audit report and the FY 2022'''2023 financial statements; Council Member Jose Alonso moved to adopt Resolution No.24-34 accepting the audit materials, and Council Member Joseph Riofrio seconded the motion, which passed unanimously (3 ayes; Libertad "Liberty" Lopez and Oscar Rosales absent).
City Clerk Cabrera-Garcia presented Ordinance No.24-03 to amend the municipal code regarding the time of regular meetings. The council modified the ordinance language to specify "first and third Tuesdays," waived the first reading, and scheduled the second reading and public hearing for the July 9, 2024 regular meeting; Council Member Riofrio moved the modification and waiver, Council Member Alonso seconded, and the motion passed unanimously.
City Engineer Osborn updated the council on infrastructure projects including the Derrick Avenue and Oller Street roundabout, the Rojas-Pierce Park soccer field restrooms and concession stand, and the 5th and Quince Street reconstruction project; the council discussed adding streetlights. Chief of Police Smith thanked the council for the budget adoption and reported the department intends to implement body-worn cameras in the upcoming fiscal year, update on code-enforcement weed-abatement progress, and noted an animal-control facility is under construction. The council recessed to closed session at 6:58 p.m. to discuss labor and real property matters and reconvened at 7:17 p.m., after which Assistant City Attorney Castro said there were no reportable actions. The meeting adjourned at 7:17 p.m.
