Woolwich Township on March 17 adopted Ordinance 2025-07 to amend a 2018 bond ordinance and increase the appropriation for municipal open-space construction and improvements by $10,000,000.
Mayor Matthias read the ordinance by title before a unanimous roll call vote. Committeeman Frederick explained the township’s financing approach: staff plan to combine existing sewer funds with the bond proceeds and to incorporate Green Acres monies expected to be awarded in April. That combined strategy, Frederick said, positions the township to pursue a 20-year bond that officials believe will best serve municipal interests.
The motion to adopt was made by Mayor Matthias and seconded by Committeeman Frederick. The roll-call vote recorded Frederick: YES; Minhas: YES; Nocentino: YES; Matthias: YES.
The ordinance increases the authorization of bonds or notes by $9,600,000 to finance part of the additional costs described in the amendment to Bond Ordinance Number 2018-09. Committee discussion focused on the size of the appropriation and the proposed funding mix; no member spoke against the measure and it passed unanimously.
The committee did not set a public hearing or additional action beyond adoption on March 17. Next procedural steps for implementation and the exact sizing/timing of bond issuance will depend on final confirmation of the anticipated Green Acres award and detailed CFO recommendations.
