Council approves construction permits for 5.5-mile Crescent Midstream pipeline and CHS barge expansion

By Resolution No. 26-186 the Plaquemines Parish Council approved permits for Crescent Midstream to build a 5.5-mile, 16-inch pipeline in Quarantine Bay and for CHS, Inc. to add four barge fleet tiers with mooring monopiles; the measure passed with one abstention and one absence.
The Plaquemines Parish Council approved construction permits for two industrial projects by adopting Resolution No. 26-186 on May 28, 2026.
On a motion by Council Member Tyronne Edwards, seconded by Council Member Mitch Jurisich, the council approved Crescent Midstream, LLC's Application No. 2026-433 to construct a 5.5-mile, 16-inch-diameter pipeline in Quarantine Bay on the East Bank. The resolution also approved CHS, Inc.'s Application No. 2025-609 to install four additional barge fleet tiers with mooring monopiles near mile point 62 on the East Bank.
The roll call for Resolution No. 26-186 recorded all present members voting YES except Council Member Mark Cognevich who abstained and Council Member Stuart J. Guey who was absent. The Secretary was authorized to certify and release the resolution and parish officials were directed to carry out its purposes without further reading or approval by the council.
The council record does not include conditions or mitigation measures for the permits in the minutes; implementation steps will proceed under the parish Department of Permits, Planning and Zoning and any applicable state or federal permits required for pipeline and mooring work.
