The Personnel Committee of the Rancho Murieta Community Services District reviewed a revised remote-work policy and directed staff to tighten supervisory controls and require written agreements that specify the duration of any remote-work exception. The committee discussed common short-term exceptions — for example, a few days for family illness or an unexpected office outage — but emphasized that supervisors should document those arrangements in a formal agreement.
A Committee member said the draft lacked specificity about supervisory authority and recommended that written work-from-home agreements include explicit start and end dates so a one-day exception does not implicitly become open-ended. Committee members agreed that a brief verbal authorization for an emergency is acceptable if it is followed up with a signed agreement.
The group debated language that had excluded "nonexempt" employees from remote-work privileges. Members advised removing that exclusion so the policy applies consistently or, if necessary, clarifies job-class exceptions in associated job descriptions or collective-bargaining terms. "We have to massage that — that policy should cover everybody," a Committee member said during the discussion.
Several speakers raised security and operations roles as functionally incompatible with remote work because their duties require on-site presence. The committee decided not to place a blanket exemption inside the remote-work policy; instead, members directed staff to revise security job descriptions separately and to ensure those position descriptions make on-site requirements clear.
Next steps: staff will revise the policy language to add time-limited written agreements and clearer supervisory documentation procedures, and will forward the revised draft to the union representative for review. The committee did not adopt formal amendments at the meeting and will return the draft after union input.
