Chairperson Albert Escobedo opened each item and Assistant City Planner Wyatt Czeshinski presented the staff reports. For two rezoning proposals — Rezone 24-01 (Assessor's Parcel Number 013-105-18) and Rezone 24-02 (Assessor's Parcel Number 013-105-19) — the commission found the projects exempt from further environmental review under the California Environmental Quality Act and voted to forward Resolutions PC 24-06 and PC 24-07 to the City Council. Both motions passed unanimously (4 ayes, absent: Vice Chairperson Joshua Perez).
The commission also considered Resolution PC 24-08, which recommends that the City Council amend Mendota Municipal Code section 17.24.080 and find that the amendment is exempt from CEQA Guidelines section 15061(b)(3). Commissioners discussed the city's need for housing and emphasized that mobile trailer homes must meet building requirements to be permitted. During the public hearing, resident Benjamin Escobar described a denied building permit and said his mobile trailer home "was 20 days older than what is permitted under the Mendota Municipal Code," and asked whether the city could allow installation given the small age discrepancy. Commissioners and staff said the proposed code amendment would require City Council approval and that the commission was forwarding the recommendation for the council's consideration. The commission adopted Resolution PC 24-08 by unanimous vote (4 ayes, absent: Perez).

Outside of the public hearings, Commissioner Alex Garcia asked for an update on a proposed Starbucks development and Chairperson Escobedo noted the upcoming Mendota Fireworks Spectacular. No planning director update was offered. The commission adjourned at 6:53 p.m.
The recommendations now go to the Mendota City Council, which must take final action on the rezonings and the proposed municipal code amendment.
