Manager explained the arrangement would be subject to the manager’s purchasing authority (initially capped at $30,000 per work order) and suggested the Commission authorize encumbrance up to the budget line item (the planning line includes $312,000). Commissioners asked that any expenditure exceeding the $30,000 managerial cap be reported back to the Commission after the contract is encumbered. The Commission approved the resolution with that reporting amendment; the roll call was unanimous.
The contract is intended to supplement staff for project reviews and other workload spikes; larger cost‑recovery reviews will still be handled as appropriate and brought forward for separate approvals when necessary.
