Zoning board approves special exception for outdoor truck-chassis storage at Ridge Road Industrial Park

On March 18 the Findlay Township Zoning Hearing Board granted Burgettstown Road Associates, LLC a use-by-special-exception to allow outdoor storage, sales or display areas accessory to a principal use at Parcel A of Ridge Road Industrial Park along Burgettstown Road in the Light Industrial (LI) district.
Staff review (dated March 18, 2026) described a two-phase development on the 16.02-acre Parcel A. Phase 1 would include a 53,550-square-foot warehouse with 5,088 square feet of office space, a paved parking lot and a gravel area to store about 250 truck chassis; utilities and stormwater facilities are planned. Phase 2 anticipates a 25,000-square-foot cold-storage building and additional gravel parking to accommodate about 170 chassis. Stanick noted the parcel’s rezoning from Business Park to Light Industrial had been recommended by the Planning Commission and approved by the Board of Supervisors in 2024.
John Wright, LSSE, representing Burgettstown Road Associates (a Chapman Properties subsidiary), told the board the lot sits about 40 feet above Interstate 576 and about 60 feet below Ridge Road and that existing vegetation will satisfy bufferyard requirements. "This site...will be developed for outdoor storage of fully functioning trucks," Wright said, describing the chassis storage plan and operational approach. Rich Martsolf of Sabre Equipment said only chassis would be stored outside and estimated there will be "approximately 200 several times per year." He added that if a truck needs another body it would remain inside. Wright also said phase 1 staffing would be about 30 employees, rising to about 60 with phase 2.
The board entered the application, special-exception narrative, LSSE presentation and staff review letter into the record. Chair Amy Kovac moved to grant the use-by-special-exception under Section 117.704.3; Member Patrick Cunningham seconded and the motion passed on a unanimous voice vote.
The minutes record that the Special Exception Expressed Standards and General Standards were addressed and that the site plan was found adequate; no additional conditions or limitations are recorded in the minutes.
