West Deer Township voted to award Pashek + MTR a $124,585 contract to facilitate a joint comprehensive plan with neighboring Indiana Township, contingent on Indiana Township agreeing to equally participate and provide matching funds under the DCED Municipal Assistance Program (MAP) grant.
Mr. Shoup, who solicited bids, told the Board Pashek has broad municipal planning experience and a strong reputation within Allegheny County; he said Pashek provided the most detailed timeline and noted March–April as a likely start for public engagement. "Pashek is by far the most well regarded," Mr. Shoup said, recommending the firm based on staff knowledge and references.
The Board emphasized that Indiana Township must confirm participation and funding. Manager Mator said he had spoken with Indiana’s manager and expected Indiana to consider the award on its January agenda. The Board approved awarding the contract to Pashek by motion and vote, and directed staff to pursue the MAP grant application and coordination with Indiana Township.
The recommendation to select Pashek referenced prior Pashek work in the county and the firm’s recent award to assist Allegheny County’s comprehensive plan; the Board noted the joint plan would be a multi‑year effort and that the MAP grant would partially offset costs.
