Board approves McIntyre Heights PRD final plan with eight conditions

The West Deer Township Board of Supervisors voted unanimously Dec. 18 to approve the McIntyre Heights planned residential development (PRD) final plan submitted by Richland Holdings, LLC, permitting a total of 77 dwelling units on 38.7 acres.
Scott Shoup of Shoup Engineering told the Board the final PRD plan aligns with the previously approved tentative plan and recommended approval conditioned on the Planning Commission’s list of items. The Planning Commission’s eight conditions included: satisfying comments in engineering review letters (dated Oct. 18 and Nov. 20, 2024); submitting the sewage-planning module; adding a date and the geotechnical engineer on the geotechnical report; defining street-tree species and removing Burning Bush (an invasive species); extending warranty period from 12 to 18 months and adding a hemlock evaluation during the warranty; and other technical clarifications.
Township Solicitor Gavin Robb asked about an outstanding parcel at the end of Hadley Court; Mr. Shoup said the matter was addressed in his review letter and appeared resolved. Supervisor John Hollibaugh moved to approve the final PRD plan per the Planning Commission’s recommended conditions; Supervisor James Smullin seconded and the motion carried 5–0.
Why it matters: the decision permits Phase/lot layout and conditions that require the developer to satisfy engineering, sewage, landscaping and warranty items before final administrative actions proceed. The Board’s action sets the regulatory conditions the developer must meet before construction or recording steps proceed.
Next steps: the developer must satisfy the listed review comments and provide the sewage planning module and other documentation identified by township staff and the Planning Commission.
